NCSU Fall 2023 vs USC Spring 2024

I have recieved an admit for NCSU Fall 2023 and USC Spring 2024 for MS CS. I am confused between the 2 options, since USC is better ranked for AI/ML(My Specialisation) and has a better location, NCSU is relatively much cheaper (Difference is about 20k dollars over 2 years) and provides the flexibility to complete the course in 1.5 years which is not present with USC. Also, from the Summer internship perspective, Fall admissions provide an advantage over Spring admissions.
