is it possible to get a scholarship who got average marks in their studies. Fees comes around 10L to 20L in London

Hope everyone is well, I'm looking for a structural engineering master or pg diploma in London. I searched for some universities. Fees come to around 10L to 20L for masters. How much cost will I have to arrange and save for my studies? Bcz I don't have a rich family. Have to work and save money. I need to know the exact amount and how much I have to arrange. Doing ielts and gre will help to reduce the fees? I think it's for the requirement. I didn't take ielts but I'm thinking to save that money too Rps(15k). ? And final question how much I have to pay for yacket for the guidance. If my words wrong anywhere please correct me.
