USC is one of the most preferred Computer Engineering Course in the country and My friend who got in this fall told me his GPA of 8.8 was on the lower end of His class gpa and He mostly got in because of his SOP.
Your GPA is low even for Colleges like buffalo, NEU, ASU and You should take up GRE and Score more than 325+ to even expect a magic to happen for an Admit. But The admission won't be done on sole criteria of your academic performance but also other factors of your profile which i might not know off.
Have a great SOP and Apply before Priority deadline and it's top of your ambitious colleges, so keep the expectation low.

Thanks for your reply. Can u suggest some universities where I might have a chance to get an admit ? Besides the academics mentioned above, I have some  extra-curricular activities to mention like social service work, sports, etc.
