How hard is to get full/partial funding (scholarships) for masters in Canada or the US?

I'd like to pursue a master's degree in either Canada or the United States, but from what I've heard from senior friends, it's quite difficult to obtain full research funding. They also claim that the top universities in Canada do not even grant funding for master's degrees, just PhDs. Middle level universities in Canada do provide funding for master's degrees, although it is extremely rare. Every year, each professor accepts about one student. In the United States, they suggest that if you want to perform research, you should apply for MSc programs that lead to PhD programs right away.
