I am currently in my second year and am aiming for fall 2019. I am pursuing computer engineering from a reputed college in Mumbai University with a 9+ average pointer. Should I re-give GRE to improve on my Verbal score? My aim is to get into colleges like USC, UTA, CMU, GTech, etc.

try to get 6-7 more marks in verbal and do what Sirish has suggested by parallelly  maintaining Ur cgpa. You have a good profile.

If U cant find time for both projects and retake, invest time on projects. GRE is good enough.

Try to do some live projects and internship. Write some technical paper which can be published in international mag.

Both verbal and Quant matter. Your Quant is very good but a high quant is expected in these programs. It is the verbal score that will set you aside from others so it matters too. Your AWA is also good so I don't feel you need to retake. Above a certain threshold, GRE does not matter. CGPA, publications, projects and technical skills will play a bigger role. Try your best to get a international research internship like Mitacs Globalink and DAAD Wise.

You don't need to retake the GRE. Your GRE Score is very good. Focus on making your profile better by working on projects or papers. That is more important than your GRE score. You have 2 years, so you have a lot of time to work on projects.

There are people with scores much lesser than yours who get into colleges like the ones you've mentioned.
