GPA conversion

If some University asks to convert your 10 point GPA to a 4 point GPA, is the minimum threshold still considered ( for most US colleges it is 3.0)

In some websites like scholaro (which is suggested by the University) an 8+ GPA is getting converted to a grade below 3. How accurate is this?
