does universities ask for final CGPA or do they consider the number of backlogs my undergrad is 7.3

does universities ask for final CGPA or do they consider the number of backlogs my undergrad is 7.3 with 12 backlogs but all cleared. will it be a big no for admission committee? please throw some light
