2) 313(Q:159 V:154).

Will universities consider 313 score OR will they consider best individual score from both test. i.e Quant 165 from 1st test and Verbal 154 from 2nd test

It depends. I had a similar situation where I sent a mail to every college of interest enquiring if multiple gre scores are accepted. In that case some universities replied back advising to send the score with best quant score, some universities advised to send both score and the department will choose the best of section. I would ask you to send a mail to both general admissions and department to enquire about it.
