AI is a very broad subject and in order to explore it MS in CS would be much better than Robotics. Robotics would be too specific.

Better job opportunities and program at CMU, but comes at a hefty price... At wisconsin you'll probably get an assistantship which will waive your tuition off.... Plus if you're interested in systems it's one of the best
