Chances for admission in Germany

So, my case is complex but I hope someone might guide me here.
So, I am a physically disabled individual with an IELTS overall score of 8 and, a Gre 307 score. My Cgpa is less 2.8 and I am an HR professional turned data analyst. With over one year of an exp as an HR assistant and now I am seeking roles as a data analyst.
A few years back, I applied to unis in the States, Canada but my visa was rejected because they think I am a special person so might become a burden on their medical facilities (which there is no proof of because I did submit a medical prognosis from doc and he told me I will live a normal life and my condition will not change)
Now I want to apply to unis in Germany for an MSc in Finance or quant-related courses where I can combine my data analysis with finance. But my question is:
Will my disability become an issue if I appear for an interview?
Plus, my IELTS score expiry is in April and the deadline is in March. Should I apply with a new test or an old one might work?
