Can someone tell me which universities have a cutoff greater than a GRE score of 164 in Quant section? I am looking for a PhD or MS in CS. Is the filtering procedure different for PhD and MS?

@reckoner The universities typically dont have cut-off for the scores. Although they do publish the average scores. They accept students with very low GRE score and even reject a very high score. 
Also your quant score is good enough to atleast apply in any university you want.

Regarding the selection in MS vs PhD, they requirement of the college is very different. Dont get swayed by anyone who says otherwise. 

MS is for students who want to learn and specialize in their field and PhD is for someone who want to contribute to the field in which they are already an expert.

My 2 cents would be first decide what kind of applicant you are.
I am saying this because this will help in your SOP. If you are not sure what you want to do then it comes out in SOP.
