Can i cancel my F1 visa before going to the US? I have applied to both US and German universities fo

Can i cancel my F1 visa before going to the US? I have applied to both US and German universities for Fall 2018 session. Some of the German univs give admits around July. If i get an admit from a better university from Germany, i would cancel my plans of attending a US one. Can somebody provide some insight about this?
