Can great work experience compensate for average GPA and GRE scores???

Graduated from VTU with 65% in the department of ECE 2018.

1.5 Years of training/internship in the semiconductor industry
I have about 4 years of experience working on Intel, Facebook and Google Projects. I have a research paper in the same field. I have great LORs from the teams i worked with in US.

My GRE score is 304, and TOEFL is 103.

What are my chances of getting into ASU, TAMU, UTD, NCSU, UoF, CSU Sac, UCI, SJSU, PSU, University of Minnosota , University of Michigan for masters in Electrical Eng...

Which universities should i be considering as safe.
