You Can Always find colleges that'll provide you an admit and you can even get into a reputed one if you can explain satisfactorily why are you interested for a second master's in Your SOP . As you might have known getting an admit in a good college is all about your Total Profile and SOP's, LOR's and Not only Your GPA but Some Colleges Especially California one's are GPA Centric.
But The Real Problem lies in Your VISA Interview as You have to explain them the reasons for your decision to go for a Second Master's which will definitely be a red Flag if you can't explain your intentions Properly and but if You are Going to Pursue chemical engineering , you might have to Look up "TAL" as you'll be questioned additionally.
