University OF Central missouri is better , it has 24 month program where as Governor state has only 18 months program- Annual fees is also More in Governor State but it also offers 33 creds where as Central missouri offers 30 creds which is good in my opinion. There is not much credit difference between both and also Centralmissouri fits in bugdet and have good ranking.
