Syracuse MS CS (30% scholarship) vs Santa Clara MS CS (No Scholarship)

Which would be a better option for me?

Also, as Santa Clara is not highly ranked, would it cause issues considering F1 visa issues and placements?

Plus, I'm waiting on decisions from following universities

UCSD MS Computer Engineering
TAMU MS Computer Engineering
UTD MS CS
UMass Amherst MS CS
UIC MS CS
