Not great. With his profile he can do better. Also if you are going to a private it should be top notch else public always.

RIT is good, you will get scholarship as well as co-op
You have better chance for FANG companies here.

Don't just follow for ranks blindly.

All of these university good but CS specific OSU is not very popular for that, again no reason for selecting GMU in specific, its good but not best.
