Is memorial university of new foundland a better university than Bishops university?

I got admission offer from Bishops for computer science. But from memorial, I don't have any updates so far. It's been 3 months since I applied. Should I wait for memorial university's decision or proceed with Bishops? Also I've heard a lot about article 96 in quebec. Is it going to affect any education part time job opportunities for international students?
