I have completed M.tech in India, what are the odds of admission into US Universities for second masters with low UG GPA

I have completed M.tech in India from a mediocre college, what are the odds of me getting admission into US Universities for second masters with low UG GPA? I have done BE Mechanical Engineering and M.tech in Product Design and Manufacturing. I want to pursue MS in Advanced Manufacturing or Manufacturing Engineering. I have very low UG GPA and an excellent M.tech GPA.
