UTSA is a 299-400 ranking university, which means it is a low-average one at best. So its MS CS department would also be the same. You can expect an average quality of education and research here, but you may have some degree value since it is under the UT name.
Being in Texas, your cost of education and living is quite low and with that you wont have to spend much for your education. Texas also pays well for CS Grads, but it will depend on how you obtain a job from this university.
