I have a doubt regarding taking LOR  from my work place, shall i take it from a person who is in a senior post of  Senior Chief Engineer but has a Bachelor degree or shall I take it from a Technical Lead who is relatively junior but has a masters degree?

As far as I know the educational qualification of the person writing the letter won't matter much. You have to work out a compromise between who can attest to your skills better and the relative difference of their positions in the hierarchical chain. If the more senior official will have more to say about you, then nothing like it. However, if you feel that the junior official has a better knowledge of your skills and the difference in their positions is not much, then you should go for the junior official.

From what my counselor told me...designation doesn't really matter that much...what the person writes about you in LOR does alot...so choose wisely that person ,with whom you have a good rapport.

I don't think the person writing the LOR ever mentions his qualifications, unless of course he is writing it on his own letterhead and the letterhead has them. Since you are writing the letter, you should check out sample letters online. There is a lot of info available.

they will say nothing LOL, i will only write the LOR, they will only copy paste. Senior Chief Engineer is my direct manager while the Tech Lead is a senior who works with me both are well aware of my skills.
