I have 3 usa f1 visa rejects

I have 3 usa f1 visa rejections now if I go with usa and again if it's gets rejected can I apply to canada for ms or will it get rejected as well. Some people are telling that If u get 4 usa rejects canada also will get rejected. Is this true ?
