Future of Studying in the USA! Worries About Restrictions for International Students

I've recently finished my 12th grade and was planning to pursue my bachelor's in the USA. However, my profile isn't strong enough for the university I aspire to attend. Therefore, I've chosen to complete my bachelor's in India first and then pursue my master's in the USA. But I'm worried about the possibility of the USA implementing restrictions on international students, similar to what Canada has done due to the influx of international students.
