English Proficiency Test and Recommendations

Hello,  
    
I am planning to apply to MS in Information Management Systems at ASU. I did my undergraduate in Canada and also studied in Uganda for my entire primary and secondary school, both countries first language is English. Would I still need to give the English test? Also, could you get conditional admission and then give the English exam? I am happy to do that if I get in.   
    
Also, how many recommendations do you need? On my application, it is just showing me 1
