Doubt in Admission criteria

For some courses in German Universities such as TUM and University of Stuttgart, they have an aptitude assessment procedure which has a criteria that "For every tenth grade that the Bachelor's degree is better than 3.0, the applicant will receive X points. The maximum score is Y points". Could anyone explain this?
