Does anyone know how to convert 10 cgpa scale to US 4 scale? Is it simply 4/10 or any other formula?

Usually it recommended not to do it as universities go through your whole transcript. Having said that if you want it converted it will be done by wes or such service. usually they do a course by course conversion and then avg it to find your cgpa.. so each course grade is first converted to a four scale and then avg is taken. so not a simple math formula.

I think u simply can't convert using maths formula !!!
It is converted using credits of ur entire course and the grade u get in individual subject basis 
U can convert it using "scholaro" website.
I have used it and it's an official website

The same process is done in the website I have mentioned
Every subject of urs is converted to 4 basis and then entire subs are evaluated to 4
