Applying for MS CS in USA without gre, what are my chances for the top universities?

10th - 10 CGPA
12th - 79.40
Btech cse: 8.8 CGPA
Research paper: 1 international (related to machine learning)
My GitHub repos have multiple projects as well. (10+)

IELTS: Overall 8.0

I don't want to write the GRE and currently, there are a lot of colleges where one can apply without it. What are my chances for the top universities in the US? Like:
Wisconsin Madison
Texas Austin
NYU.
UC Berkeley.
UCLA.
UC San Diego.
North Carolina Chapel Hill
Cornell
Virginia Tech

is it even worth applying to them or am I just wasting money by aiming too high? if so, what's the best I can do?
