Query Around Conditional Offer Letters (Canadian Universities)

Hi, I would be applying for Fall’23 and I am targeting the Canadian universities. I am currently in my 3rd year (6th Sem), pursuing B.Tech (Electronics & Communications). Have the universities stopped giving out the conditional offer letters based on the transcripts of 6 semesters? Can I still apply in Sep-Oct of this year for the next year’s (Fall’2023) intake?
