International university credit transfer

I live in India and I wanted to ask can I transfer credits from Lovely Professional University to University of Maryland after 2 years in bachelors and spend the rest 2 years there. If not University of Maryland, what other universities around Washington DC can I apply for after 2 years in my bachelors?
