I'm a 3rd year btech student (3rd year is almost over only final exams is left) Can I apply for universities abroad now or do I need to wait till December to apply for FALL 2023 ? I haven't given the gre yet

You can give the GRE, and TOEFL exams after your 3rd-year exams itself. GRE and TOEFL are accepted if they are within 2 years of applying. It's good that you have started your prep early. Application for fall 2023 will open from August 2022(varies from university to university, Universities in California generally start their application a little late). Try to apply as early as possible. DO NOT WAIT TILL DECEMBER TO APPLY. Apply during the 1st week of application acceptance if possible. It's like a rat race during December. Most highly ranked programs end their application acceptance during December. Everybody is in a hurry during December. Sometimes portals have errors while submitting documents, the admission committee is frustrated and overwhelmed during December due to a large number of applicants and their doubts, email replies take more than the expected number of days, and LOR requests are not sent. Applying in the 1st week of application acceptance will not only help you to have better chances for funding but also better chances of being admitted. A lot of people that I know who applied during the 1st week of application acceptance got the universities that they want and did not have to wait for long for their decisions. Note that not all universities will give out an early decision but its still better to apply early for some sort of funding. I am a fall 2022 applicant myself.
