I am interested in courses related to Operations research with a strong understanding of mathematica

I am interested in courses related to Operations research with a strong understanding of mathematical and statistical, programming tools and techniques applicable over a vast range of technical skills. Also since I intend to digress to leadership and consultancy roles later, I would like my graduate curriculum to emphasize that as well. Hence I have chosen a variety of skills according to the respective university curriculums.
GRE: 315(149V+166Q) AWA: 4.5
TOEFL: 106(29R+29L+25S+23W)
Undergrad CGPA in Electronics and Communication Engineering: 9.46/10

I want a university on the East coast near NYC/Boston and all are Ph.D. applications
Please give your suggestions on university selection as I want at least 3-4 Sureshot admits.
