Help with selection

Hi ! I am confused between taking USC or NEU for MEM. Can someone help me know what is better? Things i already know are: 1. Cost of living in LA is super expensive. 2. USC is not in a very safe neighborhood. But it does have the patrolling system to ensure safety. 3. USC> NEU ranking wise. 4. NEU has one of the best co-op programs. 5. NEU has harsh weather conditions. 6. NEU > USC in terms of number of credits. Can somebody please tell me what could be the deciding factors to drop or choose one university?
