What if someone don't have PayPal account.... Can anyone create PayPal account ? or is there any condition for PayPal account?

I too faced problems while registering for toefl. I got the otp for payment on all my attempts ane still, it failed.

Finally, i tried booking on a different PC and it worked.

Yeah, anybody can. Make a PayPal account and link it with your Credit Card, you'll be prompted with a Rs.2 transaction if you're located in India.

even I faced problem while payment...tried for 7 days  ...i had contacted tofel multiple times even though there service men was unable to solve the issue...so I went with ielts.
