Good GRE and IELTS but Avg Clg

Question

Hey   
  I want to know your opinion on whether I could get a good University in the USA or Canada with a 322 GRE score and 7.5 IELTS no less than 6.5...  
  I have a Bachelor's & Master's degree in English (first-division) in both and no backlogs, It is just that my final cgpa wasn't high enough, and per GPA standards, it is less than 3.0.   
  I do have relevant work ex of over 28 months as of now.

Hey! USA is lenient when it comes to considering CGPAs provided your overall profile is strong and well rounded. 
Canada is more academically oriented and may be trickier but not impossible.
