F1 visa - query

I have F1 visa approved for the spring semester to X university, but im unable to travel to US due to personal emergencies. 1. Should I apply for F1 visa again if I defer the admission to the following fall intake with the same university? 2. Should I apply for F1 visa again if I get admission in another university for the fall?
