Hello,
I have to submit official transcripts and Official certificates of degree/diploma:   So I plan to put my official transcript in one envelope sealed by the college and attested zerox of degree certificate in another sealed by mumbai university .Is that the right way? .I am asking for UC Riverside.Thanks in advance

Official. Transcript inside a sealed and envelope. This will be stamped and issued by your undergraduate college . These need to be mailed to the university you are applying to. 
Unofficial. Scanned copies of your transcripts. These can be sent as a pdf to the university.

Generally most universities accept unofficial transcripts during admission evaluation. Once your admission is confirmed they will request official transcripts to be sent to them via post. However there are exceptions. Some universities ask for official transcripts directly.

No. Official transcripts will be issued by your undergraduate college. They will be in a sealed and stamped envelope. You cannot open them. You have to send that envelope directly to the university you are applying to. Only they will open it. This prevents tampering.

Moreover that enclosure with my name, id is put inside DHL packet...I used yocket service but it bears name as yocket user...will it be a problem

It should be attested by your university and should be sealed in an envelope.
If you inquire about that in your college/ university, they will tell you.. because i think your seniors may have done that before from the college/ university

No. In my case, i did xerox of originals and get it attested by the university. That attested documents were kept inside the envelope and stamped and sealed from outside.

go to your university and ask them to make your documents Official. They will do it, since they have been doing it.
