My TOEFL score : 110 speaking : 23
If I don't meet the speaking requirements for a Teaching Assistantship, are there any courses at the university to make up for that ?? What other alternatives do I have to make up for it, other than reappearing for the TOEFL ??

The Universities some times offer their own language programs but generally their cost is higher that what you will pay for retaking Toefl. I feel you should retake the Toelf Test. See more

It depends on the university you are applying to. Many universities have a hard cut-off or a soft cut-off or both for TA.
In case you meet their criteria for soft cut-off, you will be either asked to take up a course on campus, or will be asked to give an exam for the same.
