University selection

Planning for masters in USA spring 23. 
I want help in shortlisting ambitious,safe and target universities

-Bachelors in ECE - 8.81 CGPA (no backlogs)
-1 year work experience as Software Engineer and working 
-1ML project, 1 IoT project, 1 industry level project using.net
-3 month app developer internship
-ielts 7, (gre yet to be given)

Can anyone send me top 100 univs for CS with total budget under 35 lakhs with tuition fees + living expenses till I get a scholarship.

And also I was told  that students with Bachelors in ECE can't do well in CS is it true?

First finalize your major
Else go to each shortlisted univ and then see course structure etc

Any specific doubt then dm me. I'm from ece background, incoming fall 2022 ms student at University of Wisconsin Madison. I'm going for ece with ml specialization (data science).

Going for cs is okay but coursework might be hectic and you may or may not like a lot of course
