I've scored 55% in my 12th grade with 7 bands in my IELTS test, I wanna study BA journalism.
Which cheap US universities will accept me??

Consular officers will not review your grades: that is the school's privilege and responsibility. And besides, all or nearly all are college graduates, so they know that one doesn't need perfect grades to be accepted; US schools like diversity.

Don't worry. Unis don't only look at academic score but also on your overall profile. Since your IELTS score is good, I suggest start building a strong profile to compensate.

You can do the following for the a strong profile:
1. Great LORs
2. Strong SOP
3. Extracurricular activities 
4. Personal Project 
5. Internship
