People apply 3-4 universities and still able to get an admit from 2-3. I would suggest rather apply for 7-8 univs and spend time in writing good SOPs.

You should not apply for NEU as it requires min of 150 in verbal so there is no point of wasting money.

Don't take GRE as the only parameter.
It has somewhere 20-40% weight-age. If you are confident enough for your profile you should apply to ambitious universities too.
P.S> for engg, universities give much more importance to Quants rather than Verbal. So, you are good to go for most of the institutions.
