Masters in Biophysics/Bioinformatics - University suggestions

CGPA (BSc Physics) - 7.1 CGPA (MSc Physics) - 8.0 Currently preparing for IELTS and GRE 2022 and completing a few online certification courses in MATLAB, PYTHON and programming languages related to my field. Can I opt for a specialized masters in a closely related field even after having a masters degree in a more generalized field? How high/low are my chances for full tuition free waivers/scholarships in fairly good colleges (preferably USA, Canada/Germany)?
