Is it ok to study Master in Arts and Design with no knowledge in art subjects for an Economics Statistics graduate?

Question

I am an Economics Statistics Graduate who is just starting a career as an amateur Graphic Designer and learning art doing self study.  Can I study in Master Degree of Fine and Studio Art ? Or do I need to study before going Master?   #masters #bachelors #diploma , any preparations?  I was given an opinion to go France with Language Program, choose higher education(I choose art and design, Psychology), public university(usually affordable than in private universities), find scholar, part-time jobs, find the university or college on budget.  Please, kindly suggest me or correct me if I'm getting something
