I have a GRE score of 308. I completed my masters in Applied Physics with 7.9 CGPA from Amity and graduation in Physics Hons. from Hindu College with 79.06%.I have done a research project of total 8 months in Particle Physics from BARC and have a research paper. I want to get a PhD in Elementary particle Physics. Would you recommend any good universities that might be interested?

The field you're looking for (HEP or high energy particle physics) is the most competitive field to get into in the US. As a person who's highly experienced in admissions in physics grad programs in the US, I'll recommend you not to go with it since you're only going to face rejections. What you can do is get into low energy or intermediate energy physics or experimental/theoretical nuclear physics and then switch over to HEP-Th after your coursework/qualifier exams because you won't get in good grad programs for HEP-Th straightaway period.

US universities don't care about your high school grades anyway. As for Europe, PhD positions are more like jobs than academic programs as in the US. So the procedures to apply to both differ. In the Europe, each university will advertise a PhD position as soon as a spot opens up. You need to contact the professor in charge and the professor then decides if you're a good fit to his/her research group. Also, many European PhD programs would be non-funded (they will push you to get external funding).

You need to appear for the physics GRE. The general GRE isn't going to help you very much anyway.
