I have a GRE score of 308. I completed my masters in Applied Physics with 7.9 CGPA from Amity and graduation in Physics Hons. from Hindu College with 79.06%.I have done a research project of total 8 months in Particle Physics from BARC and have a research paper. I want to get a PhD in Elementary particle Physics. Would you recommend any good universities that might be interested?

You need to appear for the physics GRE. The general GRE isn't going to help you very much anyway.

US universities don't care about your high school grades anyway. As for Europe, PhD positions are more like jobs than academic programs as in the US. So the procedures to apply to both differ.
