Doesv anybody know why the computer science department at UT Austin is not in the Cockrell School o

Doesv anybody know why the computer science department at UT Austin is not in the Cockrell School of Engineering( Its in college if Natural Sciences)? Also is there a difference (by way of equivalence to MTech/MS degrees in India) between the MS degree from CS department and from ECE department of UT Austin?
