Can someone help me with my MS application ? 
1. I'm having trouble coming up with my SOP mostly due to lack of time as I've been busy with work, I'm thinking of getting a counselor to help me particularly IDP, Is this a good idea ?
2. My GRE score is 324(Q 165, V 159 AWA 3.5)   TOEFL 116, CGPA 8.02, with 3 years of work experience,  I've shortlisted the fewcolleges for MS computer Science and would like some imput

Is this list too overreaching ? Should I have more safe options ? I was looking for state universities in particular due to the lower tuition fees, Any suggestions ?
3. Once I'm done with my SOP, should I start applying as soon as possible ? I can get 1 LoR from my previous manager and 1 LoR from a professor at college

No 'CON'seller can write about you better than yourself. He might write better English than you as he has done it for years together otherwise there is no such need especially for a stellar score like yours. Use yocket uni finder for suggestions and utilize forums like edulix. Please Don't give petty excuses such as not finding time. Find time on weekend , or before going to office or after office hours. It's your future. Why would you trust someone else with it ?

Coming to your list all universities are appropriate for your profile. You have not mentionee undergraduate  major hence I assume CS. If not then also think about prerequisites that you would need to complete. If you have funds at disposal consider CMU too. UoW, UoW madison are safe. Others are moderate. USC and UCLA, johns Hopkins, Brown are also some that you should consider.
